The United States Department of Agriculture (USDA) has already warned state agencies: there’s not enough money to reload EBT cards in November if this shutdown continues. And now, with Nov. 1 just days away, some states are already pulling the plug.
This program — serving nearly 42 million people — has never collapsed during a shutdown like this. But this isn’t like past shutdowns. This time, there is no funding authority left to legally distribute benefits.
What’s Happening Right Now
At least twenty-five states have already issued public warnings — including North Carolina, Kansas, Oregon, Virginia, Pennsylvania, Texas, New York, California, Alabama, Mississippi, and New Jersey.
Pennsylvania has already stopped issuing benefits as of October 16. Texas has warned that payments won’t go out if the shutdown passes October 27. And in Wisconsin, recipients have been told that even their leftover funds may not carry into November.
Meanwhile, state treasurers in Oregon and Massachusetts have admitted there’s no backup plan — because states simply can’t afford to cover SNAP on their own.
That means millions of families could wake up on November 1 and see their cards sitting at zero.
Food banks across the country are already bracing for what they call an “unprecedented challenge.”
“There’s no way our charitable food network or the system in this country can provide that much food overnight or quickly. It’s an impossible task,” said Catherine D’Amato, CEO of the Greater Boston Food Bank.

In Massachusetts alone, suspending SNAP benefits would create a deficit of 56 million meals in one month.
In Arkansas, people are already being told to buy shelf-stable food and prepare to go to food banks. In Wisconsin, residents were warned that even remaining balances may disappear. And across the country, food banks — which already can’t keep up with inflation and cuts — are being thrown into a storm they can’t absorb.
“I’m worried about 16 million kids going home after school or being at home with their caregiver, and there’s no lunch and there’s no dinner,” said Christy Gleason of Save the Children.
This isn’t a partisan headline. It’s a kitchen table reality.
